Fourth Incinerator Concession Approved by Albanian Government

The Albanian government has announced that it will build an incinerator in Sherishta, Vlora, where a landfill is currently being built. This is the fourth incinerator built by the Rama government in eight years.

It will be built by the same company, which has so far received millions of euros to build incinerators in Fier, Elbasan and Tirana: Integrates Technology Service.

The news was given by Prime Minister Edi Rama, in a Facebook post, a few days ago:

“As we have done in Elbasan, Fier and Tirana, in this work we will build a recycling plant, because for us, contrary to what those who are good for nothing shout and who left Albania a mountain of garbage, our way of integration is with work and not with words ”.

The Vlora landfill will be built with a loan from the German bank KfW from the Albanian company Integrated Technology Services.

The EUR 9.8million tender was won on June 12th by the merger of Integrated Technology Services and JV Bulfaro.

The Albanian authorities have not published any information regarding the tender criteria, the participating companies and how the winner was selected.

For the construction of the Vlora landfill and wastewater treatment, the government  has received  EUR 21 million in funding, a loan of EUR 12.5 million from the German Federal Bank (KFW), as well as two external grants worth EUR 7.5 million and EUR 1.3 million

The announcement of the Ministry of Finance, on December 15, 2016, provided very little information:

“The landfill will be built in Sherrishtë of Vlora with a capacity of about 350 thousand tons.

Part of the investment will be the construction of a gas collection system, wastewater treatment plant, recyclable waste separation plant with a capacity of 60,000 tons/year, composting capacity for organic waste with a capacity of up to 4,200 tons/year. “

Four years later, the government approved on February 28, 2020, the permit for the construction of the Vlora landfill by the Municipality of Vlora.

Integrated Technology, the country’s waste monopoly company

The company  Integrated Technology Services is owned by Klodian Zotos. It has a monopoly of incinerators and landfills in the country.

The Rama government, since 2014 until now, every year has given the company for the construction of incinerators (incineration plant) of waste in the country. The company manages landfills and plants in the main cities of the country such as Tirana, Elbasan, and Fier.

Currently, less than 1% of waste in Albania is incinerated.
