Contrary to expectations, the changes in the waste management law will not be on the agenda for the next parliamentary session on Thursday.
According to the Regulations of Parliament, the Commission for Productive Activities, Commerce, and Environment, chaired by Socialist Party deputy Eduart Shalsi, should have discussed the decree of President Nishani to return the law to Parliament and any changes in the law in a session yesterday or today, after which the matter would pass to the plenary session on Thursday. However, the Parliamentary Commission has, for unknown reasons, not met in recent days.
As a result, the discussion and voting of the waste management law has not been included in the agenda for the plenary session on Thursday.
The much discussed and much opposed waste management law was approved by Parliament on September 22, 2016. President Nishani, however, refused to sign the law and decreed its return to Parliament on October 14.
Throughout this process the Commission for Productive Activities, Commerce, and Environment, has violated numerous legal procedures and deadlines regarding the discussion of President Nishani’s decree.
