The Albanian Ombudsman has asked the Ministry of Health to guarantee every citizen the right to be tested for coronavirus.
Via a recommendation, the Ombudsman has asked that the government increase population testing for COVID-19.
The Ombudsman Office sees the right to be diagnosed and to receive treatment based on that diagnosis as a legal right. However, currently, the right to be tested is not guaranteed and is only applied when seen as necessary by the government.
The government must undertake measures to increase the capacities of testing for all citizens, not only the ones exhibiting grave symptoms or who have previously had contact with diagnosed infected cases, as it has been doing so far.
