Appending its recommendations to the two lists of qualifying and non-qualifying vetting institution candidates prepared by the National Ombudsman, the International Monitoring Mission (ONM) today completed the vetting of all applications after the application was reopened at the request of Parliament.
According to the evaluation of the ONM, of the 84 candidates qualified by the Ombudsman, 17 have received a negative recommendation. This means that the final count of qualifying candidates approved by both the National Ombudsman and the ONM is 67.
The letter of the ONM ends with a call to Parliament to install the ad-hoc parliamentary committees that will now continue the nomination process.
It is now the responsibility of the Assembly of Albania to nominate the members of the vetting institutions; so that the implementation of the vetting process can start without further delays. The IMO [=ONM] looks forward to the start of the implementation of the vetting process, to respond to the expectations of the citizens of Albania for a fully independent, impartial, accountable and professional judicial system.
As Exit explained before, even if Parliament manages to nominates the committees, most probably only after the elections due to a parliamentary boycott of the opposition, it will be mathematically difficult to arrive at a proper filling of all 27 vetting institution positions. With 67 candidates the chances are 8% that all positions will be filled according to the procedure prescribed in the Constitution.
