The Socialist majority is expected to pass the special law for the demolition of the National Theater on the first hearing of the new parliamentary session, on September 3.
Though no official announcement regarding the beginning of the new parliamentary session has been made yet, sources have told Panorama that the Socialist majority has decided that the parliament will start work early this year, in order to pass the National Theater law as soon as possible and to make way for its demolition.
The special law for the National Theater was passed by a simple Socialist majority in parliament, on July 5. The law would transfer ownership of the public National Theater land to the private company Fusha shpk, for the construction of a new Theater building as well as 6 skyscrapers around it.
President Ilir Meta refused to sign the law and sent it back to parliament on July 27, arguing that the law infringes on constitutional principles and international agreements ratified by Albania.
Meanwhile, the European Commission has demanded clarifications on the special law, seeing as, as Exit has explained, the special law directly contradicts Albania’s obligations delineated in the Stabilisation and Association Agreement (SAA), which makes up the regulatory framework between Albania and the EU.
