As suspected, the Independent Qualification Commission (KPK) has confirmed Supreme Court judge Ardian Dvorani, even though the High Inspectorate of the Declaration and Audit of Assets and Conflict of Interest (ILDKPKI) and the National Security Agency (DSIK) gave the KPK negative assessments.
According to the ILDKPKI, Dvorani has failed to declare in his vetting process forms his family’s savings, valued at 9.9 million lekë. However, the KPK justified this by claiming that Dvorani had declared these savings in his yearly wealth declaration forms, choosing to see the judge’s failure to include them in his vetting forms as an accidental inaccuracy, rather than as a purposeful concealment of wealth.
Consequently, KPK announced that all of Dvorani’s wealth declarations were regular.
The judge’s family wealth has increased tenfold from 2004, when he filed his first wealth declaration. In 2017, the judge’s family wealth reached a 11.8 million lekë value.
This wealth consists in a 120 square meters apartment and two apartments privatized in 1993 and 1995, measuring 103 and 76.8 square meters.
Furthermore, with regards to his professional assessment, 8 citizen complaints have been registered against Dovrani. However, KPK dismissed these complaints as well, labelling them unfounded.
KPK’s ruling on Dvorani seems to expose yet again a double standard, seeing as, in previous cases of minimal inaccuracies or suspicions, the KPK has not hesitated to dismiss judges.
Ardian Dvorani’s reinstatement sets a precedent and casts doubt on the entire vetting process.
