The changes made to the borders of Tirana’s historical center – approved by the National Territorial Council (KKT) and the Council of Ministers – reflect the Tirana municipality’s demands for new developments and are not based on legitimate studies and assessments.
This was the conclusion the Supreme State Audit (KLSh) came to following an audit of the Cultural Monuments Institute.
KLSh recommended that the Institute propose a stronger law for the preservation of cultural heritage and assets, and demand the Council of Ministers and the Tirana municipality rebuild the National Theater in the same place where it once stood, and in the same architectural style.
