This Week in Albania’s Judicial Reform: 3 Judges Confirmed, 2 Judges and 1 Prosecutor Dismissed

As the judicial vetting process continues in Albania, the Independent Qualification Commission (KPK) this week confirmed in duty 3 judges and dismissed 2 judges and 1 prosecutor.  

On Monday, the Qualification Commission dismissed Tirana prosecutor Kol Hysenaj. 

KPK found a series of problems associated with asset assessment, professionalism, and background information.

On Wednesday, the Qualification Commission dismissed judge Gentiana Xhelili at Vlora District Court. 

The commission found inaccuracies in her professionalism, asset declarations, and lack of justification for wealth.  Xhelili was assessed positively regarding her background assessment, one of the three components of the vetting process. 

On Thursday, the Qualification Commission dismissed judge Dhurata Bilo in Durres Court. 

During the hearing, the commission found inaccuracies in the declaration of assets and wealth creation. KPK rejected the request of judge Bilo to reopen the investigation regarding her background and professionalism assessments.  

The Qualification Commission confirmed the duty of judge Rezarta Aliu at Durres Administrative Court. She was assessed positively regarding all three vetting requirements. 

On Thursday KPK unanimously decided to confirm in office the judge of Durrës, Besjana Garxenaj at Durres Court. 

During the hearing, judge Garxenaj insisted that she had submitted sufficient evidence proving the lawful source of assets.

On Friday, the Qualification Commission confirmed in office judge Ilir Përdeda at Lezha Court. The commission did not identify problems with asset and background assessments. 

A total of 18 denunciations have been filed against judge Përdeda regarding his professionalism but the commission did not find problems in most of them.
