The municipality of Tirana will give the company Salillari a 33-year concession for the construction and management of the main bus station of Tirana. The bus station will service regional and inter-regional public transportation by bus, minibus, and taxi.
The concession includes the construction of the station, commercial spaces, and a hotel. While the contract has not yet been made public, Scan TV has published excerpts from it.
The total costs of the investment will be around €18.8 million, but it remains unclear how much Salillari will contribute to the public–private partnership. The Tirana municipality will grant Salillari a plot of 85,000 sq.m. along the Durrës–Tirana highway for the construction.
The tender for the project was first opened in September 2016, including the drafting of the project, its implementation, and the maintenance for 33 years.
Salillari was announced winner as part of consortium including Hellas Servis shpk, Analysis Computers & Software sa, and Klodioda shpk. The municipal council is expected to approve the contract on September 27.
Salillari will have the right to collect fees from public transport companies using the space of the station and its parking lot. Tickets for minibuses will be from 357 lekë, while those for buses will vary between 642 and 1785 lekë. Other tariffs have not yet been made public, but the fees will certainly be reflected in public transport prices.
Naturally, Salillari will also be allow to exploit the hotel and commercial spaces tacked on to the project.
This is the second large concession that Salillari has received in the last few months. In a consortium with Kastrati shpk, the company also won a €350 million tender for the maintenance of the Rruga e Kombit for the next 30 years.
