Ever since Mayor of Tirana Erion Veliaj started the razzias of the municipal police against street vendors and villagers selling their homegrown produce on the sidewalk, the municipality of Tirana has confiscated many kilos of fruits and vegetables which consistently go to waste in the offices of Directorate-General of Material Reserves of the State.
After two years of destroying the hard labor of those whose livelihood depends on selling produce “illegally” on the streets of Tirana, the government has now changed the public procurement law in order to auction the confiscated produce before it goes bad.
A recent Decision of the Council of Ministers adds a “procedure with negotiation, without preliminary declaration of the announcement of the auction.” This special procedure will only be used for “confiscated goods,” especially “the sale of live stock” and “the sale of confiscated good (fruits, vegetables, dairy, meat, and any good of this type) that change their nature in a relatively short time period.”
Although the auctions will not be announced publicly, “the minimal deadline for handing in offers in this procedure is three days from the date that the invitation for offers has been sent to the candidates.” It remains unclear who are the “candidates” who will receive an “invitation” to these auctions.
