- The April 25 elections are the tenth national elections in Albania since 1991.
- According to the Central Election Commission, 3,588,869 eligible Albanian citizens are automatically registered on voter lists. This includes all persons with Albanian citizenship, including those living abroad.
- There are about 1.3 million Albanian citizens with the right to vote who are immigrants but who are not able to vote from their place of residence outside of the country.
- The gender ratio between voters is almost equal, 50.5% are male and 49.5% are female.
- 107,024 people will vote for the first time.
- As a result of the decriminalization law, 1,098 people have lost the right to vote in these elections.
Electoral subjects
- 12 electoral subjects, parties, or coalitions are running.
- 27 parties are running of which 17 are grouped in 2 coalitions: Democratic Party Coalition – “Alliance for Change with 13 parties and Coalition Alliance Popular Union Immigration – Hour of Hope and Conservatives with four parties.
- 10 political parties are running separately, including the Socialist Party and the Socialist Movement for Integration.
- In Shkodra, Lezha, Dibra, Tirana and Gjirokastra, Pal Shkambi, Iliaz Shehu, Elton Debreshi, Boiken Abazi, and Kreshnik Merxhani are running respectively.
- In the latest amendments to the Electoral Code, it was decided that the electoral threshold should be 1% nationally for all political entities, including independent candidates running in a constituency.
- This threshold would represent about 17 thousand votes in the 2013 elections and 16 thousand votes in 2017. So for an entity to receive a mandate in the Assembly, they must have at least 1% of the votes in the whole country.
- 1871 candidates are running for 140 seats in the Albanian Parliament, of which 1866 are from political parties and 5 are independent. Electoral infrastructure
- Citizens in these elections will vote in 5199 polling stations, divided by constituencies.
- There are 92 Administrative Electoral Zones (EAZs), which are areas where voting is done, collected, and counted.
- Each polling station in this election will be monitored with a camera that will be placed in front of the polling station in a position that does not detect the vote.
- In all polling stations, there will be a total of 36,393 commissioners while in EAZ 756 members across the whole country.
- If we count the vote counters and the CEC administration, there are about 40,000 people who will be engaged in the administration of the elections.
