Albanian lawmakers have approved a resolution tabled by the Socialist Party to condemn the 2011 Council of Europe report that accused former high-ranking Kosovo Liberation Army members of war crimes, asking the international human rights body to review it.
The report made a number of concerning claims with little in the way of evidence which continue to impact both Kosovo and Albania today. A European Union task force investigated many of the claims and found that while some had grounds, others, such as allegations of organ trafficking, could not be substantiated.
“The Parliamentary Assembly of the Council of Europe is requested to review Resolution 1782 (2011), declaring unfounded the claims of illegal trafficking of human organs in Albania and/or Kosovo, in light of the developments that have occurred during this decade, the facts, evidence and updated information, as well as in terms of the commitment, readiness and full cooperation of Albania and Kosovo in the service of the truth and the establishment of justice” – said the assembly’s announcement.
The report led to the creation of the Kosovo Specialised Chambers in The Hague in 2015, which has the task of prosecuting Kosovo Albanian former soldiers for war crimes. No equivalent exists for Serbia, which was guilty of mass killings, rape, and torture and the displacement of over 1.5 million people from Kosovo.
