During the presentation of the annual report on 2016 of the Regional Prosecution in Shkodra, General Prosecutor Adriatik Llalla asked his subordinates to increase the struggle against crime, especially the investigation of cannabis cultivation. He also attacked customs and tax employees:
We find that the number of proceedings against state employees that are accused for abuse of office has increased.
Another worry of the Prosecution of Shkodra is the large number of investigations related to drug trafficking, while the number of convictions remains low.
Llalla also made a reference to US Ambassador Donald Lu, who has been one of Llalla’s main critics, accusing him of obstructing the judicial reform. Lu had declared that Llalla’s attempt to confiscate the servers of the ILDKPKI was an attempt “to keep control […] over the courts and prosecutors.” He also attacked him over the nomination procedure for the candidates for the Council of Judicial Nominations (KED).
In response, Llalla demanded that the vetting process not be used to obstruct the work of the prosecution.
We all have the vetting process ahead of us. In any case it cannot be used by anyone as a way to obstruct prosecutors in their decision making.
