Prime Minister Edi Rama has announced that employees of private businesses are able to use their cars to get to and from work, between 5 am and 8 am and then from 4 pm until 5:30 pm.

In a Facebook post last night, Rama said that unnecessary movement outside of these timeframes will not be allowed. The police have been instructed to fine all of those who do not comply with the rules. Rama reiterated that this does not mean “unlimited circulation” and there will be zero tolerance for abuse.
Those wishing to move in a car for purposes other than work are not allowed unless they get specific permission from the police and it is considered an emergency or extenuating circumstance.
As of Monday, people are allowed to go shopping for a period of 90 minutes between 5 am and 5:30 pm. They are still required to gain permission via SMS before they leave the house.
The State Police said that those with permission to go shopping, must not go further than 500m from their home or they risk the same administrative fine as if they did not have a permit.
