Basha: 7 Points to Solve Justice Reform Impasse

During a press conference, opposition leader Lulzim Basha has released 7 points that the Rama government needs to approve before the Democratic Party is willing to vote the Amendment to the Status Law, the absence of which would lead to an immediate shortage in judges and prosecutor:

  1. Withdrawing all justice reform legislation [most of the bylaws] that has been unilaterally approved by the Rama government;
  2. Solving the lawless situation at the Prosecution, ending the political capture of the General Prosecutor;
  3. Solving the lawless situation in the selection of external members of the High Prosecutorial Council and High Judicial Council as a result of including members excluded by the International Monitoring Operation;
  4. Urgently solving the paralysis created at the Constitutional Court. As long as the country doesn’t have a Constitutional Court the country is in a state of coup d’état.
  5. Regular progress of the vetting according to the Constitution and the law. Immediate interruption of the majority’s intervention into the process. Today for the same offence can lead to confirmation or dismissal.
  6. Making sure the justice reform coordination commission mandated by the Constitution is neutral and oversees the installation of the new justice institutions.

The government has rejected all of Basha’s requests, and Parliament closed today without approving the Amendment to the Status Law, which return to the parliamentary agenda in September.
