Balkanweb reported that the driver is a 32-year-old man and that doses of cannabis were found in the vehicle.
During his first communication with Police, the driver said that he thought he was driving in a highway adding that he was under the effect of alcohol and narcotics.

There has been an alleged attempted attack on members of the public in Skanderbeg Square.
A vehicle drove onto the square, crashed into some barriers and made a series of dangerous maneuvers risking the safety of citizens congregated there.
A member of the public intervened and prevented the driver from continuing. Police are now on site.
So far, there are no reports of injury. Several members of the public including journalists on site are reported to be in shock.
