Police Chief Arrested for Raping Woman Who Came to Report Rape

A young woman who went to Fushe Arrez police station to report rape against her was then allegedly raped again by the Chief of the Police Station.

Izmir Duraku, has been arrested and expelled from his position after he was accused of rape. The General Director of the State Police, Ardi Veliu gave the order after the woman denounced him to the Internal Affairs and Complaints Service.

The event is reported to have happened in 2015. The woman had gone to Shkodra Police Station to report multiple rapes committed against her by employees of the orphanage in the city. Instead of helping her, Duraku is accused of raping her on the premises.

The Ministry of the Interior announced yesterday that “based on the evidence gathered, there are strong suspicions that in April 2015, a woman was sexually abused by a police officer on the premises of the Shkodra Police Commissariat, when the officer was on duty as a Crime Investigation Specialist in Shkodra. The citizen had gone to denounce the rape committed by several people in 2015, employees of the orphanage in Shkodra. The Authorities have apprehended ID [Izmir Duraku], currently, in charge of the police station in Rushe Arrez, Shkodra, suspected of the criminal offense “sexual intercourse with an adult through means of violence”. 

This is not the first time Duraku has been accused of sexual misconduct. In 2017, it is alleged that another woman had accused him of asking for sexual favors to pursue a complaint she wanted to file. She refused and denounced him but after nothing happened, she left and sought asylum in Germany. 

Interior Minister Sander Lleshaj said that penalties should be increased, especially for those in positions of authority or care. He ruled out the return of the death sentence but said that “stronger measures” will be taken, without clarifying what these will be.
