Judicial Reform, KED Candidates Announced

Parliament has sent President Bujar Nishani the final list of candidates that fulfill the conditions to take part in the lottery to select the member of the Council of Judicial Nominations (KED).

The KED is a new institution that is the result of the constitutional changes, and will do the verification and assessment of professional and moral qualifications of the candidate members for the Constitutional Court and the High Inspector of Justice.

The KED consists of nine members, which serve a one-year mandate from January 1 to December 31. It is constituted as follows:

  • The KED consists of two judges from the Constitutional Court, one judge from the High Court, one prosecutor from General Prosecution, two members from lower courts and two appeals prosecutors, as well as one judge from the Administrative Court.
  • On January 27, the President will organize a lottery to select the first members of the KED. Each year, this lottery will be organized to select KED members from the entire body of magistrates.
  • The members selected through this process will execute their office until December 31, 2017. They are able to serve more than one mandate, if they are reelected through the lottery process of next year.
