Kosovo Institutional Leaders Don’t Agree on Appointing the Head of Intelligence

The outgoing Prime Minister of Kosovo, Avdullah Hoti stated that he does not agree with the proposal of the Acting President, Vjosa Osmani about the director of Kosovo Intelligence Agency (AKI).

During a televised interview in Klan Kosova, Hoti said that the person proposed by Osmani does not have the necessary experience for such responsibility.

Hoti said that the two institutional leaders did not agree on a name, despite the fact the law requires that within 20 days from the moment this position is empty, the successor should be appointed.

“We will not be able to appoint the new director during this governing mandate. AKI will continue its work, as there is a deputy director which is doing her job fully,” Hoti said.

Kosovo’s Intelligence Agency is left without its head following the joint decision of Hoti anf Osmani, to dismiss its director, Kreshnik Gashi on December 17.

Article 84 of the Constitution which lists the competences of the President states that the latter “alongside the Prime Minister, jointly appoints the Director, Deputy Director and Inspector General of Kosovo’s Intelligence Agency”.

“I will not accept the proposal of Vjosa Osmani.

I can not accept people, I am not saying anonymous, without the experience and maturity needed to take such responsibilities, because this position is extremely important and sensitive. I assess that proposal does not have my consent,” Hoti stated.

Hoti also proposed a name to be heading the Intelligence Agency in December 2020, but it did not resulted with any agreement between him and Osmani.
