Kosovo Ombudsman: Judiciary and Executive Main Violators of Human Rights

Kosovo’s Ombudsman reports that the judicial system remains the site of the majority of human rights violations in the country.

In an interview with KosovaPress, Ombudsman Hilmi Jashari said that dragged-out judicial processes, as well as a lack of enforcement of court rulings, remain central concerns for Kosovo’s citizens during the first three months of 2020, comprising the majority of complaints filed at the office of the ombudsman. Judicial procedures in Kosovo last upwards of 8 years, the ombudsman said.

Jashari recommended the government pass a procedural law that will guarantee citizens the possibility of compensation in cases of delayed court procedures.

The executive system, including the country’s administrative institutions and the ministries, comes at a close second.

The Kosovo Ombudsman’s office has received 588 complaints since January 2020, including individual complaints, class action complaints, and ex officio investigations.
