The Albanian government appears to have made it a strategy to paralyze the judiciary branch of government, up to the European Court of Human Rights in Strasbourg (ECtHR).
While the judiciary in Albania has become unhinged through an unconstitutionally elected Prosecutor General, and a vetting of the courts and Prosecution Office that so far has only led to an indictment of one of the vetting officials, the Rama government has confirmed that there is currently “no procedure” to elect a new Albanian judge at the ECtHR.
The previous deadline to provide a list of three qualifying candidates to the Parliamentary Assembly of the Council of Europe was August 31, 2017.
After a freedom of information request lodged by Exit, Secretary General of the Ministry of Justice Elira Kokona confirmed:
The Ministry of Justice informs you that no procedure has been started to select the candidate judges for the ECtHR.
