Municipality of Tirana Registers New Company for ‘Reconstruction’

On 30 September of this year, the Tirana Municipal Council decided to create a joint stock company owned by the Municipality called Tirana DC.

According to the decision, the purpose of the company will be “design, reconstruction, construction, implementation, testing of constructions of all types.” In short, Tirana DC will be a typical construction company and will cover the whole construction cycle from design to the building of structures.

What’s interesting is the use of the word “reconstruction”, a word that is not required legally. It’s significant because it makes it clear that the company can be involved in reconstruction projects following the 26 November earthquake and other projects that include demolishing old ones and building new ones.

The company was founded on October 28, 2020, and registered on 3 November 2011. It has a basic capital of 50 million ALL (EUR 400,000) and is administered by Redi Molla who was the previous director of Tirana Water Supply and Sewerage Company.

In addition to Molla, other company board members include:

  • Arbjan Mazniku the Deputy Mayor of Tirana;
  • Laura Deliu the Director in the Legal Directorate of the Municipality of Tirana

The creation of the company comes at a time that the process of rebuilding homes and apartments damaged by the earthquake has begun in Tirana. It’s noteworthy, however, that the Ministry of Reconstruction is the entity responsible for reconstruction in every other municipality, apart from Tirana.

In Tirana, it seems the newly created company will be responsible for the process.

Tirana, according to the presented project, is expected to rebuild some neighbourhoods from scratch. This will involve demolishing current buildings and neighbourhoods and create new ones. These new units have higher capacities and include commercial units when compared to previous buildings.

So far, there has been no transparency on why these additional units are being built, who will own them, or who will manage them.
