No Talks over Kosovo’s Territory, Sovereignty and Constitutional Order, Warns Speaker of Parliament

Kosovo’s Speaker of Parliament Vjosa Osmani has stressed that the Kosovo-Serbia dialogue must exclude negotiations on Kosovo’s territory, sovereignty and constitutional order.

In their meeting with EU envoy Miroslav Lajcak on Tuesday, Osmani added that the government is the only entity to represent Kosovo in talks with Serbia, and the Parliament has a duty to monitor the process. 

“We expect that there will be a dialogue between two equal parties and that it only makes sense if it ends with mutual recognition. The Parliament has adopted several resolutions that we expect to be respected by the Government, which [stipulate that] we will not negotiate the territory, sovereignty and our internal order. These should be the three guiding principles on which the dialogue process is built, otherwise the result would not be implementable on the ground”, Osmani stated.

Lajcak said they talked about his team’s plans and methodology to proceed in bringing this dialogue to a successful outcome. He stressed the importance of wide support by society and Parliament, and promised to be transparent throughout the whole process.
