ONM Chief Ruiz Calavera: “We Want to See People in Jail”

During a the Berlin Process summit in Poznań, Poland, Genoveva Ruiz Calavera, Director for the Western Balkans at the Directorate-General for European Neighbourhood Policy and Enlargement Negotiations of the European Commission and Chief of the International Monitoring Operation (ONM) in Albania, declared that she “wanted to see people in jail” as proof of an independent judiciary.

With this process, that I believe is going in the right direction, we will have an independent judiciary. Albania will be in a fantastic position to make up for the time lost so far.

This time when we are negotiating membership, we seek a history of indicators. That means that we want to see that the laws are implemented, we want to see people in jail, that criminal assets are confiscated, and we want to have enough proof, not only laws, to demonstrate that the system has been consolidated.

It is unclear what Ruiz Calavera meant with the “implementation” of laws. It has become increasingly clear that the Justice Reform at key moments was implemented in violation of the very laws that were supposed to regulate it.
