The Democratic Party (PD) has asked the Constitutional Court to overturn a parliamentary decision against the establishment of an inquiry committee into the so-called Becchetti Affair.
Italian entrepreneur Francesco Becchetti had a BOT concession to build a hydropower station in Albania, and had invested in a TV channel.
In 2015, Albanian prosecutors sequestered Becheetti’s assets in Albania after launching an investigation on charges of money laundering and financial fraud against him.
Subsequently, Becchetti filed a request for arbitration against Albania for breach of the Albanian-Italian Investment Protection Pact, claiming that the investigation into him was politically motivated and influenced by the Albania government.
In April 2021, the ICSID ruled against Albania and ordered the Albanian government to pay about €110 million to Becchetti in damages.
The PD demanded an inquiry into the responsibility of government officials in relation to the Becchetti arbitration case, but the Socialist majority refused the request, citing confidentiality issues.
