PS MP Alket Hyseni Accused of Illegal Appropriation

Socialist MP Alket Hyseni has been publicly accused of stealing 11 thousand sq.m. in Dhërmi from the Bua family.

On March 22, during the investigative show Të Paekspozuarit, Irini Bua accused Hyseni of illegally appropriating her family’s property via falsified documents.

What do we know until now about this affair, based on Irini Bua’s accusation?

Irini Bua, 64, showed that the 11 thousand sq.m. were awarded to her family by Land Law 7501/1991, through which families whose lands were nationalized during the communist regime were returned or compensated.

According to Bua, this property, located near the sea in Dhërmi, has been the source of family conflict.

In 2015, the Court of Vlora granted the Bua family’s request to suspend any activity on the property until the court case’s final resolution. This decision still stands today.

Afterwards, in 2016, Stefo Bua, Ms. Irini’s brother-in-law, sold the land to Ilia Taka using falsified documentation, even though the trial concerning the property’s ownership was still in process.

Ilia Taka, then, sold the property to Socialist MP Alket Hyseni. Hyseni headed the task force created by Prime Minister Edi Rama in 2015 to identify illegally appropriated real estate along the coast.

According to Ms. Bua, Ilia Taka was arrested in February 2017 on falsification charges, but her statement does not indicate whether he was arrested for this case in particular or not.

Afterwards, Alket Hyseni has made an agreement with Mirela Papuli and Artur Dumi to start building on this property, that initially was registered as agricultural, therefore non-development land.

In 2017, Prime Minister Rama gave out a permit for the construction of a tourism resort on the land in question, which is still under suspension of activity from the Vlora Court.

According to the project plan displayed on construction site, the developers constitute Artan Dumi and Mirela Papuli, while the construction company is Klaudio Riko’s HALISOF. Construction began in June 2017 and is set to be completed after 36 months.

On March 23, Hyseni denied Ms. Bua’s public accusations labeling them as fabrications of the opposition. He clarified that his 11 thousand square meters property has been acquired through barter:

I exchanged a few apartments and garages bought before 2010 with legal, declared income, with property of agricultural land that I sold last year.

Today, during the meeting of the parliamentary group, Prime Minister Rama asked Hyseni to publicly respond to Bua’s accusations.

It isn’t yet known whether the Prosecution Office has opened any investigations regarding this case.
