Speaker of Parliament Gramoz Ruçi has hidden the time at which Parliament will convene for its session tomorrow out of fear for opposition protests.
In the agenda published on the website of Parliament, Ruçi fails to list the starting time of the session. As General Secretary of the Democratic Party, Gazment Bardhi, has tweeted, Ruçi’s actions are in violation of Parliamentary Regulations.
“Edi Rama, allow Gramoz [Ruçi] to publish the time of the plenary session! The plenary session is not like your public–private partnerships, that are only announced to the private client and is kept hidden from the public. The Parliament belongs to the citizens, not the representatives or crime! See you on March 5 in front of the Parliament!”
According to art. 30(2) of the Parliamentary Regulations, the “director of the plenary session […] announces the starting time of the next plenary session.”
The parliamentary agenda for March 5 includes a vote on a controversial law proposed by the Rama government to create the Albanian Investment Corporation ATRAKO, which would centralize large parts of the public procurement process directly under the Prime Ministry, with little oversight.
Ironically, Parliament is also expected to discuss a resolution to endorse human rights, after the government recently dispersed opposition protestors with chemical weapons.
