TV Klan reports that the State Police during 2014–2015 has procured 43 tenders that violated the law on public procurement.
From audit documents of the State Supreme Audit Institution (KLSh) secured by TV Klan it appears that at least three contracts were negotiated directly with a private company costing the state €1.5 million.
The KLSh reports in relation to the acquisition of a body camera system for police patrols that they have procured for a price 7 times higher than the regular international market price, increasing the costs with €1.4 million:
In the tender procedure for a “multifunctional body camera system for the patrols of the State Police” at a value of about 541 million lekë, it was found that the procedure was classified as “secret” with security level “limited,” in contradiction with the requirements of the Order of the Minister of Interior Affairs.
Moreover, the KLSh has found that the State Police in 2015–2016 at 5 occasions has paid private companies without the work being finished.
The KLSh has deposited criminal charges at the General Prosecution for 7 officials of the State Police, accusing them of “violating equality in tender participation.”
