This Week in Albania’s Judicial Reform: 2 Prosecutors Dismissed

As the judicial vetting process continues in Albania, the Independent Qualification Commission this week dismissed two prosecutors and rescheduled an investigation for one judge.

The Qualification Commission after reviewing the documentation and conducting the hearing of Judge Ramadan Avdiu found a series of problems with his properties, but the course of events changed in the end when judge Avdiu identified an error in the financial analysis prepared by the Commission.

The Commission decided to reopen the investigation due to material error on asset assessment. The trial panel was acquainted with the request of Avdiu on a material error found by him in the financial analysis but rejected his other requests to reopen the investigation regarding the two re-evaluation criteria of background assessment, and proficiency.

The Qualification Commission will announce again the hearing session of Ramazan Avdiu Judge of the Court of Elbasan.

On Thursday the Qualification  Commission dismissed prosecutor Tasim Puçi at the Court of First Instance Berat.

Tasim Puçi was negatively assessed in all three components of the vetting process: asset assessment, background assessment, and proficiency.

On Friday the Commission dismissed Tirana prosecutor Bledar Maksuti.

He was assessed positively regarding his career, background assessment, and proficiency, but the commission found inaccuracies in his declarations and lack of sources in wealth created by his father

On Friday the re-evaluation hearing of Tirana Prosecutor Avni Kraja was adjourned because he had submitted a medical report for health reasons. The hearing will be held on April 2.
