Member of the Venice Commission Prof. Angelika Nussberger told Deutsche Welle that after the opinion of the Commission on the Constitutional Court, there is no room for other interpretations.
During the interview, Nussberger highlights 5 key points for political dialogue and justice reform:
- The speedy establishment of the Constitutional Court in the opinion of the Venice Commission
“The next necessary step is to move forward with other appointments of judges of the Constitutional Court.
“On the basis of the opinion of the Venice Commission, the way forward must now be clear.”
- The stalemate in the Constitutional Court was created due to complicated mechanisms:
“The Constitution of Albania establishes a complicated mechanism for the appointment of judges of the Constitutional Court. Constitutional provisions led to disagreement. So there is no room for interpretation.”
- The crisis is overcome only through dialogue:
“In order to overcome the crisis, it is necessary and essential to reaching a broad consensus on constructive, inter-institutional dialogue and cooperation between state institutions.”
- There will be no political blockage if the Commission’s advice is followed:
“The Venice Commission has explained how the constitutional mechanisms work. So even if there is no consensus on changing the Constitution, there is no reason for a political blockade.
- Problems in Albania were created by political non-dialogue:
“From the outside perspective, it seems that the problems are self-made and everything will be fixed as soon as the political actors unite their efforts to find good common solutions.”
