President Ilir Meta announced yesterday that he will hold the lottery for the members of the new Justice Appointments Council (KED) for 2020 on December 5, 2019. Earlier this month, the High Judicial Council (KLGj), High Prosecutorial Council (KLP), and Constitutional Court announced the qualifying candidates.
Once the new KED is functioning, [President Meta] will follow rigorously all the activity of the Council, in order to no longer allow any deviation from the constitutional principles and dispositions and the law, so as to protect the ongoing integrity of the entire process for the complete establishment and functioning of the Constitutional Court.
The KED is a justice governance institution responsible, among other things, for the ranking and nomination of candidates for the Constitutional Court. The KED is composed of
- Two judges of the Constitutional Court;
- One judge of the High Court;
- One prosecutor of the General Prosecution Office;
- Two judges of the courts of appeal;
- Two prosecutors of the prosecution offices attached to the courts of appeal;
- One judge of administrative courts.
The members of the KEd are each year elected by lot. The KED is chaired by the member from the High Court. As last year, Ardian Dvorani is the only candidate.
Last year, President Meta refused to hold the lottery because of several irregularities in the procedure.
